Deputy Chief of Mission Leslie Bassett, who read the keynote address on behalf of U.S. North Korea Human Rights Envoy Robert King mentioned: “It is frustrating to see no evident change from the North Korean Human Rights Report, but North Korea is changing gradually from the inside through the exposure to the influx of foreign digital contents and increased use of Internet and digital devices.”
